Unfortunately, there very little in the area of ready-to-use packages or plugins for automatically producing stippled images. While there are tutorials available, they largely focus on attempts to reproduce various styles of stippled art work (e.g., Hedcut). While producing pleasing results, those techniques are not quite appropriate to TSP art aimed at limiting the number of stipples used. Exising software which affords control over the number of stipples employed, is research grade. That is, the software's primary design goal wasn;t that of ease of use nor robustness.
